When the ladder to a livelihood is suspected of being rigged, protest should not be treated first as disorder. It is often the last recourse of the unheard.

The state has a legitimate interest in public order; a protest that turns violent or blocks essential services loses moral force. But the citizen's right to assemble and be heard is not a favour granted by government; it is a constitutional pressure valve. On July 25, a police personnel in Siwan was filmed firing an AK-47 at protesting students; the Siwan SP says no injuries have been reported, while protesters claim three people were wounded — a contested fact only a credible probe can settle. The personnel has been suspended and a probe launched. A state confident of its legitimacy does not fear protest. It answers with facts, law and visible accountability.

The administrator will say crowds can turn volatile, that officers face difficult choices, and that bandhs such as Karnataka's planned August 13 shutdown against the Cauvery Water Management Authority's directive to release 3,500 cusecs of Cauvery water daily to Tamil Nadu for 15 days can punish daily-wage workers, patients and traders who are not parties to the dispute. Fair enough — and violence must be prosecuted without favour. But the protester answers with equal force: if an examination paper is leaked or a recruitment process is suspected of irregularity, careers are jeopardised, and the reflex must not be force or intimidation. A crowd bears the burden of staying peaceful. The state, holding the monopoly on force, bears the heavier one.

Meanwhile, the Lok Sabha passed the Registration of Births and Deaths (Amendment) Bill, 2026 without debate, while disruption prevented any business from being transacted in the Rajya Sabha. Whatever one thinks of the street, the answer to a failing chamber cannot be legislation without scrutiny, and the answer to a grievance cannot be intimidation of the aggrieved.

States should issue clear rules of engagement for crowd control, with the Siwan firing probe addressing both the SP's account and the protesters' injury claims. The reported threats to 50 young girls and women demand identifiable accountability. The Cauvery dispute needs transparent data and reasoned communication with both states. India cannot build competent institutions by silencing grievance; it must make grievance unnecessary by making institutions work.
