Lord Ripon's liberal viceroyalty was marked in 1882 by the Resolution on Local Self-Government and the repeal of the Vernacular Press Act, 1878. The Hunter Education Commission was appointed, and Bankim Chandra Chattopadhyay's Anandamath, containing 'Vande Mataram', was published.
