In December 1885, 72 delegates met in Bombay to found the Indian National Congress, a major organised all-India political body, guided by A.O. Hume and presided over by W.C. Bonnerjee. Under Viceroy Lord Dufferin, Britain fought the Third Anglo-Burmese War and moved towards the annexation of Upper Burma.
