The Indian Councils Act 1892 (royal assent 20 June) enlarged the legislative councils and allowed members to discuss the budget and ask questions under restrictions — a limited response to early Congress demands. The same year, Dadabhai Naoroji won Finsbury Central to become the first Indian elected to the British House of Commons.
