The 1899–1900 famine affected large parts of western and central India, leading Lord Curzon to appoint the MacDonnell Famine Commission. The Punjab Land Alienation Act, 1900 addressed agrarian indebtedness and land transfers in Punjab. Congress, still in its Moderate phase, met at Lahore under N. G. Chandavarkar, while Birsa Munda's death marked the suppression of the Munda Ulgulan.
