In April 1917 Gandhi led the Champaran Satyagraha, his first satyagraha in India. The Home Rule movement gained prominence with Annie Besant's internment and her election as the first woman Congress President. On 20 August 1917, Montagu's Declaration announced the progressive realisation of responsible government in India, paving the way for the Montagu-Chelmsford reforms.
