The 80% Question
Against this benign backdrop sits a harder number. The UN Food and Agriculture Organization warns that El Nino raises risks for India's monsoon and its rice and maize output, threatening agriculture-dependent livelihoods and food security in regions already in crisis. Bank of Baroda Research puts the probability of El Nino during June to August at 80 per cent, flagging food inflation even as reservoirs stay healthy and vegetable supplies remain adequate. The contrast is the whole story. Markets celebrate a deal in the Gulf; the kitchen waits on the rain. For many households, it is the monsoon, not the rupee, that decides whether the month balances.
Two Honest Readings
Each reading deserves its strongest form. The optimist's case is real: a firmer rupee at 94.58 trims import costs, falling crude eases fuel, reservoir levels are healthy, and vegetable supplies are adequate — India has cushions against a weather scare. The other reading is equally honest. None of these tailwinds necessarily reach the grower at the Lasalgaon Agricultural Produce Market Committee, a major onion market in Asia, where a steep fall in summer onion prices is adding to farmers' worries; nor do they refill Goa's Anjunem Dam, where Water Resources Minister Subhash Shirodkar has said water may be drawn from the Pissurlem mining pits to the Padoshe water treatment plant if the monsoon does not improve. Macro relief and farm-gate pain can be true at once.
Two Indias, Two Prices
The divergence shows up in what Indians buy. The jewellery market is valued at ₹8.70 lakh crore; men already account for 15 per cent of the total jewellery market, the men's segment grew 30 per cent last year and has tripled since 2020 — diamonds shining despite soaring gold prices. On a single festival day, Bhubaneswar recorded an estimated ₹4.96 crore in non-vegetarian sales for Pahili Raja. This is real confidence, and no one should begrudge it. But electric two-wheelers remain only about 10 per cent of the two-wheeler market, and onion growers faced falling prices in the same week. Discretionary splendour at one end and price distress at the other are not a contradiction to celebrate; they are a gap to close.
A Considered Concern
On the evidence, the honest verdict is concern — neither alarm nor complacency. The good news of cheaper crude, a firmer rupee and stronger markets is welcome and should be banked before it evaporates. But an 80 per cent El Nino probability over the sowing months is a warning no reservoir chart can wave away. Welfare buffers help: the stated continuation of Gruha Lakshmi and Gruha Jyothi in Karnataka can cushion household budgets, though verification concerns must be handled without arbitrary exclusion. Yet transfers are a floor, not a price policy. The test of this economy is not the diamond counter or the festival bill; it is whether the poorest plate stays affordable when the rain misbehaves.
A Practical Floor
The way forward is specific and feasible. Prepare food supplies ahead of the June-to-August window the forecasters flag, so a possible El Nino shock meets readiness, not panic. Give perishables a real floor through price stabilisation and timely market intervention at yards like Lasalgaon, so a crash in onion prices does not bankrupt the grower who feeds the city. Pass the oil-and-rupee relief where it reaches households fastest. When the SEBI board reviews the possible return of open-market buybacks on June 19, the test is the same: market reform must protect investors and serve the real economy, not merely decorate quarterly numbers. Measure the year by the plate of the poorest.

At stake is whether climate-linked food and water stress is handled with equal protection, public transparency, fair treatment of farm produce and a just social order.
Monsoon Food Security Protocol
Parliament should enact a Monsoon Food Security and Farm-Price Transparency Bill requiring timely public disclosure of El Nino, reservoir, crop-risk, food-price and APMC price data through RTI-compliant dashboards. When officially notified monsoon risk threatens food security or farm-gate prices collapse, the law should trigger time-bound, published decisions on buffer releases, market intervention, water contingency measures and farmer grievance redress, with reasons recorded for public review.
