Honours versus outcomes

There is an honest temptation to read a state honour and a sweeping communiqué as strategic achievement in themselves. They are not. A medal reserved for foreign citizens flatters the recipient; it does not move a tariff line, open a factory or secure a border. Equally, it is lazy to dismiss summitry as theatre. Comprehensive partnerships are the scaffolding on which defence cooperation, technology transfer and market access can later be hung. The danger lies in conflation — mistaking the ceremony for the substance, the headline count of 33 honours for a scorecard. A serious republic separates the two, and judges its diplomacy by the second, not the first.

Steel-manning both reads

Take each case at its strongest. The case for the visits: the Slovak partnership produced more than a dozen outcomes — including a joint working group on counter-terrorism, a letter of intent for promoting defence cooperation and an MoU on labour mobility — while the Nice meeting with France brought a declaration to double bilateral trade in five years, alongside nuclear cooperation, an economic-security dialogue, an innovation roadmap and an AI-governance working group. These can compound over time. The sceptic's case is equally fair: letters of intent, declarations and working groups are promises, not deliveries, and many such instruments lapse unread. Both readings are true. The resolution is neither cynicism nor applause, but follow-through measured in signed contracts and arriving jobs.

What the numbers say

Here the strongest argument is the ledger. Two-way trade with Slovakia first crossed $1 billion in 2024 and reached $1.8 billion last year, with Indian exports of roughly $1.52 billion dwarfing imports of $284 million — a healthy surplus with a comparatively small partner. On technology, the Prime Minister used the French conclave to pitch India's deep-tech story to global venture capitalists, with entrepreneurs such as OYO's Ritesh Agarwal and Ronnie Screwvala in the room, the Commerce Minister alongside and the French President lending public backing. These are genuine openings. They are also, as yet, only openings — potential that a trade figure five years hence will either confirm or quietly expose.

The considered verdict

On the merits, this was substantive diplomacy and not mere pageantry, and that deserves acknowledgement regardless of who holds office. India approaches Europe as a state seeking friends, not patrons, and the shared call to reform global bodies is an important objective; a surplus-bearing trade relationship, defence cooperation and labour mobility serve the national interest. But the honest verdict withholds the trophy. Thirty-three honours measure how India is feted, not how Indians fare. Doubling trade with France is a target, not an outcome. The republic's test is unforgiving and right: did the jobseeker, the exporter and the technician gain anything bankable from all this? On that, the books remain open.

Turning pacts into delivery

The way forward is specific and feasible. Each agreement should arrive with a published target and a date: how many workers the labour-mobility MoU is expected to help, what the defence letter of intent must become and by when, which deep-tech firms the French openings will fund. The Union government should place the Slovak and French outcomes before Parliament for scrutiny, and report annually on whether the $1.8 billion in Slovakia trade and the five-year France trade-doubling pledge are on track. Honours will look after themselves. What the citizen is owed is a diplomacy whose success can be counted — in contracts signed, capabilities built and pay-cheques earned at home.

Diplomacy Outcomes Disclosure Bill

Parliament should enact a Diplomacy Outcomes Disclosure Bill requiring the Union government to publish, within 90 days of every comprehensive partnership, joint statement or summit declaration, a public outcome matrix separating ceremonial honours from enforceable deliverables such as signed contracts, trade targets, working groups, labour mobility arrangements and technology cooperation. The matrix should carry deadlines, responsible ministries, implementation status and RTI-accessible updates, and any publicly funded publicity during election periods should be limited to this neutral disclosure framework, subject to Election Commission oversight under Article 324.
