Optics and substance

Diplomacy has always traded in symbol, and there is no shame in being honoured. A nation's standing is real strategic capital: it shapes the terms on which it borrows technology, sells goods and asks for help against terrorism. Yet the same discipline applied to economic claims must apply to protocol. A roadmap can become a press note; a working group can become a waiting room; a trade target can flatter ambition without changing competitiveness. The test of this season is not that the honours now number thirty-three, nor how warm the welcome on the tarmac, but whether the partnerships announced convert into wages, exports and bargaining power for the citizen who will never board the aircraft.

Steel-manning both readings

Both readings deserve their strongest form. The case for the travel is that influence compounds: a respected India secures an innovation roadmap with France, an economic security dialogue, a working group on AI governance and a declaration to double bilateral trade within five years — doors that stay shut to the ignored. Counterterrorism cooperation and defence letters are not merely photo opportunities; they are instruments of insurance in a world of supply-chain risk and contested technology standards. The sceptic's case is equally honest: declarations are cheap, ratification is dear, and a letter of intent is not a factory. Neither caricature serves the reader. The honest position holds both at once — the openings are genuinely valuable, and worthless until audited against delivery.

What the numbers say

The ledger, not the lectern, settles the matter. Two-way trade with Slovakia first crossed one billion dollars in 2024 and reached 1.8 billion dollars last year — but the balance is telling: Indian exports of roughly 1.52 billion dollars against imports of 284 million dollars. Elsewhere the trade map is shifting under external shocks: the US-Iran war changed India's trade map, with Oman emerging as a key gateway, while imports from Brazil rose 2.8 times to 2.7 billion dollars and shipments from Peru were 3.7 times higher at over 2 billion dollars. Policy bites at home too — silver imports fell 87 percent in May to 75.57 million dollars, with volumes down 94 percent, after higher duties and curbs. These are the facts diplomacy must answer to.

Friends, not vassals

The verdict is neither triumph nor cynicism but a demand for proof. The openings are real and worth pursuing; an India courted by Europe and participating at the G7 holds leverage it should use — not least the shared call, voiced with Slovakia, to reform global bodies. But leverage is squandered if it buys prestige instead of capacity. The principle must be friends, not vassals: partnerships that transfer technology and open markets, not those that merely flatter. And the same state that wins headlines abroad owes its own firms stronger commercial capacity — when Tata Consultancy Services loses a 168-million-dollar trade-secrets appeal before the US Supreme Court, over software originally licensed by CSC to Transamerica, the lesson is that stature must be matched by legal and commercial muscle.

A scorecard for stature

The way forward is to make ceremony accountable. The Union government should publish, alongside each summit, a plain scorecard: every MoU and letter of intent tracked to a deadline, an export figure and a job count, reviewed each year before Parliament. Convert the France innovation roadmap and the Slovakia defence intent into ratified, costed projects within a fixed window, or report plainly why not. Treat the supply-chain shifts toward Oman, Brazil and Peru as deliberate diversification rather than accident, with a published strategy to secure energy and trade-route resilience. Equip Indian firms abroad with stronger legal and commercial support, so that a company like Tata Consultancy Services does not stand alone in consequential disputes. Honours will keep arriving; let the republic learn to measure them by the wage they raise at home, not the applause they earn abroad.

Summit Dividend Disclosure Bill

Parliament should enact a Summit Dividend Disclosure Bill requiring every international MoU, letter of intent, roadmap, working group and trade target announced after official summits to be published within a fixed deadline with a plain-language delivery matrix. The matrix should state expected effects on exports, jobs, technology access, counterterrorism cooperation, fiscal exposure and strategic autonomy, followed by an annual public progress report subject to RTI and parliamentary scrutiny.
